Parker Wise, Founder and Principal of Wise Strategies

Parker Wise

Founder and Principal

Parker Wise founded Wise Strategies to bring the kind of insight usually found only inside government to the organizations that work alongside it. An attorney for more than thirteen years, he has built his career on translating complex legal and regulatory requirements into practical decisions, and on leading the teams that carry them out.

Parker spent nearly a decade in Oklahoma public service. As an Assistant District Attorney, he not only prosecuted criminal cases, but also counseled county government. As a nonpartisan legislative attorney for the Oklahoma State Senate, he served the committees on Judiciary, Public Safety, Agriculture and Wildlife, and State-Tribal Relations, drafting legislation and advising legislators, agencies, and stakeholders from bill development through interim studies.

As Deputy General Counsel at the Office of Management and Enterprise Services (OMES), Oklahoma’s central administrative, procurement, and technology agency, Parker advised executive leadership and the State Chief Information Officer, negotiated multimillion-dollar enterprise technology and software licensing agreements with major vendors, including Fortune 100 companies, and contributed to the efforts that resulted in the creation of Oklahoma’s first agency standard on artificial intelligence. He went on to serve as Director of the state’s Grants Management Office, where he strengthened the office’s operations and led oversight of a $1.87 billion federal recovery program spanning 22 state agencies and 76 projects.

Parker began his career in private practice and served as a Legislative Fellow in the U.S. House of Representatives. He is a former officer of the Oklahoma Bar Association’s Government and Administrative Law Practice Section and speaks regularly on federal financial assistance and compliance.
